【摘要】:1.1Thisguideprovidesanapproachforboththecalculationandthesubstantiationofrecycledcontentoffinishedpackagingpaperandpaperboardproducts.Amassbalanceapproachisrecommendedforusebymanufacturerssincenophysicalorchemicaltestmethodiscurrentlyavailabletodetermineabsoluterecycledcontentofafinishedpaperproduct.1.2Thisguidecovers(1)recycledcontentofpackagingpaperandpaperboardproductsthatcontainanyamountorkindofrecycledfiber;and(2)methodstocalculateandsubstantiatethelevel(s)ofrecycledfibercontentclaimedbyanagreementbetweenthebuyerandtheseller.1.2.1Thisguidemaybeusedwithorwithoutmodificationtocalculateorsubstantiatetherecycledcontentofpackagingpaperandpaperboardproductswhenrecoverednonfibrousmaterials(forexample,filler)areapartoftherecycledfiberfurnish.Limitedguidanceisprovidedforappropriatemodificationstothisguideforthedeterminationofamountofrecyclednonfibrousmaterialsinpaperproducts.1.3Thisguidedoesnotrecommendeitheranamountorakindofrecycledfiberormaterialtousesince(1)theamountandkindofrecycledcontentinapackagingpaperorpaperboardproductshouldbeagreeduponbetweenthebuyerandtheseller,and(2)thecalculationandsubstantiationproceduresrecommendedmaybeusedforanyamountorkindofrecycledmaterialagreeduponbetweenthebuyerandtheseller.1.4Themassbalancecalculationmethodrecommendedbythisguidemayormaynotcomplywithapplicablefederal,state,orlocallawsforrecycledcontentstatementsintendedtobereceivedbyconsumers.LimitedguidanceoncontentstatementsisinAppendixX1.1.5Thefollowingsafetyhazardscaveatpertainsonlytothetestmethodportion,Section10,ofthisguide:Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
